It defines powers and duties of the Basin Development Authority, established under the Proclamation. The overall objective of the Authority shall be to implement sustainable and integrated development, administration and utilization of the water resources at a basin level in equitable and participatory manner. The Authority shall, among other things, facilitate and undertake activities necessary for implementation of integrated water resources management in basins, /ensure that projects, activities and interventions related to water in the basins are, in line with the integrated water resources management process and /develop plans for protection and sustainable uses of basins; follow-up implementation once it is approved by the relevant organ.
