Abstract This Decree, consisting of 10 Chapters and 1 Annex, provides for the Environmental Licensing System, regulating the relevant legislation on environment. It establishes that are subject to environmental licensing both activities and infrastructures using natural resources, which may be considered as effective or potentially polluting or to cause environmental degradation. Projects and activities subject to environmental licensing are grouped in classes, according to their potential of pollution, which determine the magnitude of the environmental impact.
