Abstract

The Decree implements provisions of the Act on the prevention of marine pollution. Article 2 makes provisions of the Act and this Decree also applicable to incineration of waste at sea. Article 2 gives a meaning of "other high-level matter” referred to in section 5 of the Act. Article 3 concerns procedures for application for permits to be considered by the Council of State in accordance with the Act. Article 4 concerns applications to be made to the Council of State or Water Courts for the disposal into the sea of dredged spoils referred to in Article 9 of the Convention on the Protection of the Marine Environment in the Baltic Sea Area. The appropriate Ministry shall keep records on the nature and quantity of wastes dumped in the sea under permit (sect. 7). Article 8 concerns international notification. Article 9 indicates competent bodies for the control and enforcement of rules regarding disposal of waste at sea.
