Abstract This Decree, based on the provisions of the Serbian Law on energy, prescribes the conditions of delivery and supply of natural gas to customers, as well as measures that shall be taken in the event that the safety of natural gas delivery to customers is threatened due to disruptions in the operation of the transport or distribution system or disruptions in the market, namely: 1) conditions and method of granting approval for connecting to the system and connecting the system; 2) place of measurement and place of delimitation of responsibility for delivered natural gas; 3) conditions and method of connection of facilities of a temporary nature, construction sites and facilities in trial operation and other facilities in accordance with the law governing the construction of facilities; 4) measures taken in case of short-term disruptions due to breakdowns and other unforeseen situations that threaten the operational safety of the transport or distribution system, as well as due to unforeseen and necessary maintenance work on energy facilities or necessary work on expanding the system; 5) measures taken in the event of a general shortage, the conditions and manner of taking measures and the sequence of natural gas delivery restrictions, as well as measures of savings and rational consumption in the event of a general shortage of natural gas; 6) conditions and method of suspension of natural gas supply; 7) conditions and method of rational consumption and saving of natural gas; 8) conditions of supply to customers' facilities, which cannot suspend the delivery of natural gas due to unpaid obligations for delivered natural gas or in other cases; 9) the way of regulating mutual relations between the supplier, the system operator and the final customer to whom the delivery of natural gas cannot be suspended; 10) conditions and method of measurement of delivered natural gas; 11) range of quality, chemical composition and other properties of natural gas that is taken into the system and delivered from the system; 12) method of calculation of unauthorized taken natural gas; 13) the procedure, method and deadlines for exercising the end customer's right to compensation due to deviation from the prescribed quality of delivery, i.e. supply of natural gas; 14) method of notifying the end customer; 15) conditions and measures for supplying customers with natural gas; 16) accounting period and mandatory content of invoices for payment of delivered natural gas; 17) content of the plan and deadlines for taking over measuring devices; 18) other issues in accordance with the above mentioned law regulating the energy sector.
