Abstract

This Decree refers to the Agreement between Finland and the Soviet Union concerning fishing activities and catching of seal, 13 June 1969, and the Regulations which implement the Agreement (No. 329 of 1970). The Decree concerns the right of Finnish citizens to fish and catch seal in the areas of which the co-ordinates are indicated in section 2. Section 4 indicates the points where Finnish vessels may enter Russian waters. The Ministry shall make known to Finnish citizens the rules for foreign fishing of the Russian Federation (sect. 6). The Russian authorities may temporarily prohibit Finnish vessels to fish or to catch seal in the areas (sect. 8). Section 9 lists the documents which fishermen shall keep on board. Sections 10 and 11 provide for certain administrative procedures which shall be completed with the Finnish maritime inspection section. Section 14 provides for marking of gear. The remaining provisions deal, inter alia, with: compensation for damages resulting from infringement of rules concerning fishing in the areas (sect. 16); reporting to police and border control units (sect. 18) and enforcement (sect. 19).
