Abstract The Decree applies to Urea, SP-36/TSP and ZA, and is enacted with a view to implement the government programme for the promotion of agricultural production, as well as to ensure efficiency in the procurement and distribution of fertilizers according to the farmers' demand. The criteria for the distribution of fertilizers lie (a) on the identification of four different types of warehouses (art. 1), and (b) on the distinction between the subsectors of food and non-food crops. The former is made up of food crops (paddy, secondary crops, horticultural crops), smallholder sugarcanes under intensification scheme and food catch-crops in timber estates; the latter consists of plantations, fishery, animal husbandry and forestry. On the basis of said distinction different rules are established also for the appointment of distributors and retailers by the State Fertilizer Limited Liability Corporation (PT.PUSRI). Further provisions concern the determination of retail prices. Minimum stocks to be available at Warehouse III are established in the attachment to this Decree. Full text English
