Abstract: This Decree stipulates that all holders of primary timber and non-timber forest-product industry shall formulate and convey annual plans for fulfilment of raw material of primary forest-product industry (RPBBI) in order to guarantee forest conservation. The Decree lays down procedures for the formulation, evaluation and ratification of RPBBI.
