Abstract

Based on Joint Decrees of the Ministry of Forestry, the Ministry of Agriculture and the Head of the Agency for National Land Affairs as specified in the Preamble to this Decree, forest zones have been release for agricultural use. Much of the land released has not been used for cultivation and lies fallow. This Decree requires a team consisting of Government officers to conduct an evaluation of forest zone release, i.e. a study and assessment of all release, ranging from application for a permit, utilization of forest zones, settlement of status of zones, and effective use after release for cultivation. The aim of evaluation is to enhance efficiency in use of forest zones for the development of cultivation. Duties of the Team are defined in article 3. The Decree further redefines rules relative to application, release of permits, cancellation of existing permits, etc. so as to achieve a more effective use of zones that have been released for agriculture.
