Abstract

This Decree proposes to regulate the external trade in seeds and parts of plants used for propagation. The importation of seeds requires a permit of the Minister of Forests and Plantations, and import may only take place if the seeds imported cannot be produced domestically or the supply is not adequate (arts. 3 and 4). Seeds imported shall meet the "promotion seed quality standard" defined in article 1. They shall be clearly identifiable in accordance with indications set out in article 4. The Minister may fix an import quota. Seeds for research may be imported only by the Research and Development Agency of Forestry and Plantations. Furthermore, export requires approval of the Minister who shall also determine kinds and volume of the seeds allowed to be exported. Import and export shall be carried out in conformity with plant quarantine regulations. Supervision shall be carried out by the Plantation Seeds Quality Supervision and Testing Agency (art. 14). Article 15 requires importers and exporters to report on each importation or exportation of seeds. (16 articles)
