Abstract

Head of Administration notes that illegal fisheries in the basins of the Krasnodar Territory and especially in the Sea of Azov have extended and as a result there has been drastic reduction of the industrial catch of precious species of marketable fish. Notwithstanding the arrangements under way regarding conservation of biodiversity that is the competence of federal and regional institutions of the territory of the Krasnodar Territory the situation doesn't tend to improve. Head of Administration, for the purpose of ensuring protection of aquatic biodiversity and strengthening interaction with federal executive bodies in this sphere, decrees to entitle regional branch of the Federal Fisheries Committee to establish annually with the participation of the organizations concerned the admissible number of the fishing organizations authorized to carry out fisheries in the Sea of Azov, the Black Sea and water basins of the Krasnodar Territory that must be examined at the session of the regional fisheries council. Regional executive bodies are recommended to set up annually from the 1st of March to the 15th of May check-points for the purpose of regulating navigation of vessels and other means of transport aimed at inspection of transportation of fish and fish products from fishing areas of the Sea of Azov. Inspection authorities are recommended to prevent trade non-certified fish and fish products of sturgeon species (including caviar) without documents certifying quality and safety standards. Head of Administration recommends forwarding exposed and confiscated on the regional territory illegal catch and derivate fish products, after the findings of sanitary and epidemiological inspection, to full processing.
