Abstract

The Decree, provides for the establishment of an Exclusive Economic Zone in the Black Sea, claims sovereign and jurisdictional rights of Romenia in the Zone, and outlines rules for activities by other states or nationals of other states within the Zone. The outer part of the EEZ shall extend 200 nautical miles from the baselines from which the breadth of the territorial sea is measured. The effective extent of the EEZ shall however be delimited in the framework of negotiations with neighbouring states (art. 3). Jurisdiction and sovereign rights of Romenia in the Zone are defined in article 3. Article 6 states that Romenia has priority interests with regard to the anadromous stocks which originate in its waters and shall therefore exercise its rights in respect of them. Article 6 and 7 form the basis for the conservation and management of fish and other living resources in the EEZ. Articles 11 and 12 concern the prevention, reduction and control of marine pollution. The remaining provisions prescribe offences and penalties. (18 articles)
