Abstract This Decree consisting of 39 articles aims at regulating domestic, agricultural and industrial waste discharge. It states that Municipalities are responsible for collection/ disposal of waste; wastes may not be dumped in public places or private lands adjacent to roads and residential districts; containers/collection vehicles must be covered; and disposal site must be approved by the Province authorities. The Decree also prevents discharge of wastewater from industries within waterways and beaches and enforces industrial establishments to treat their wastewater before discharge.
