Abstract This Regulation consisting of 165 articles aims at regulating the petroleum activities in Lebanon in compliance with the established objectives for safety, working environment, health, protection of the environment and resource management. The Regulation provides for: the legal representation of the right holder; the management system; the general duties of the operator and the right holder; the strategic environmental assessment study before any petroleum rights are awarded or petroleum activities are initiated to ensure that such projects comply with the health and public safety conditions and environment protection and sustainability of natural resources; the Reconnaissance license awarded by the Minister based on the opinion of the Petroleum Administration (with details for application, duties, rights, fees and registration related to Reconnaissance License); the exploration and production rights; the petroleum production and transportation (a technical and commercial assessment is necessary to conclude whether a discovery may be commercially developed individually or jointly with other Reservoirs together with a plan for Development and Production); production permits; facility license (including the application for the license, a plan for the construction, placement and operation of transportation or storage facilities and the related environmental impact assessment study); the cessation of petroleum activities and decommissioning of facilities (together with the plan and the environmental impact assessment study, eventual costs); royalties on petroleum; valuation of petroleum (crude oil and other than crude oil); safety systems and measures; transport, storage and use of hazardous material; the emergency response plan for handling accidents and hazardous situations which may occur during petroleum activities; inspections; liability and insurance of the Right Holder. A Chapter is dedicated to Drilling and wells including: classification, registration; requirements; related risk management; health, safety and environment requirements; drilling permits; data and reports during and after completion of the activities.
