Abstract

This Decree determines the requirements for ensuring radiological and nuclear safety in the process of collection, preliminary processing, conditioning and storage of solid radioactive waste at nuclear or radiological installations, at their storage sites or at storage facilities for nuclear and radioactive materials, radioactive waste storage facilities. Technical means and organizational measures to ensure radiological safety during collection, preprocessing/reprocessing, conditioning and storage of solid radioactive waste (SRW) at a nuclear facility or storage facility should be determined based on the maximum allowable activity of solid radioactive waste (SRW) for authorized enterprises in order to limit the levels of radiation exposure of workers (staff) and the population over the established limits. Quality Assurance and Control Program for handling radioactive waste is aimed at: (a) organization of an effective system of training, retraining, promotion of qualifications and certification of employees (staff); (b) minimization of the generated SRW in terms of their activity, mass and volume; (c) quality control of the supplied equipment, components and materials; (d) obtaining reliable and complete information about the quantitative and qualitative composition of SRW in the places of their formation, collection, preliminary processing/processing, conditioning and storage; (e) organization of quality control during collection, preliminary processing/processing, conditioning and storage of SRW; (f) establishing criteria for the acceptance of SRW, which they must fit for collection, pre-treatment/recycling, conditioning and storage; (g) use of certified quality control and testing methods of packages with conditioned radioactive waste; (h) organization of quality control of SRW and packaging with conditioned RW; and (i) organization of an effective system of records and storage of documentation related to collection, pretreatment/recycling, conditioning and storage of SRW, including marking of package identification with the help of RW.
