Abstract

This Decree regulates quantitative and qualitative registration of grains and cereals in relation to acceptance, storage, internal transportation, processing and trade thereof. It shall be applicable to all enterprises procuring grains for public needs. Registration of grains and cereals shall ensure: (a) control over conservation and rational use of grains, derivates thereof and cereals; (b) determination of change of mass and quality of grains and cereals in the process of acceptance, processing and storage; and (c) prevention of quality deterioration of grains and cereals. Primary records of grains, derivates thereof and cereals shall consist of ordered system of data collection, reporting, registration and processing information related to grain operations. Quantitative registration of grain operations shall be carried out within the accuracy of a kilogramme. Purchase of grains and cereals for public needs shall be carried out on contractual basis.
