It sets forth the requirements for collection, storage and transportation of domestic waste, the modalities of calculation of fees charged to natural persons for collection, transportation, storage and disposal of domestic waste, administration of electronic accounting system for registration of payers or fees for collection, transportation, storage and disposal of domestic waste, and establishes the rights and the duties of consumers and service companies. This Regulation shall not be applicable to radioactive and biological waste, waste of medical institutions, emissions of hazardous substances to the atmospheric air and waste discharge to waterbodies. The following waste shall be removed by service company for a separate fee at contractual prices: (a) liquid domestic waste; (b) large-size domestic waste; (c) livestock waste; (d) construction waste and soil; (e) waste generated during cutting and agrotechnical processing of wood and shrubbery (branches, branches, branches and shrubs, cutting residues, leaves, etc.) and sweepings. However, the removal of domestic waste referred to in this paragraph may be carried out by the service organization outside of its zone of service. Consumers of mercury-containing lamps, which use them for lighting, shall accumulate spent mercury-containing lamps separately from other types of waste in a specially designated location. Burning of fallen leaves shall be categorically forbidden, they shall be removed together with residential sweepings from specially designated locations. Volume of solid domestic waste subject to removal shall be calculated in accordance with standard rates of solid waste generation. Periodicity of removal of solid domestic waste shall be established by local government. Minimum periodicity of waste removal from waste collection points shall be once a day, while minimum periodicity of waste removal in private residential areas by house-by-house solid domestic waste collection shall be once in three days. Consumers shall have the right to receive solid waste collection services in accordance with contracts concluded with service organization ensuring quality of service and safety for human life and health. Consumers shall have the duty to pay timely for collection, removal, storage, transportation and disposal of solid domestic waste, not to dispose waste in unauthorized places and sites and not to burn waste.
