Abstract This Decree creates the National Programme for the Conservation of Watersheds (PNMH) under the supervision of the Ministry of Agriculture. The Programme aims at promoting an adequate agricultural use of the related ecological units, through the adoption of practices of rational use of renewable natural resources. The Minister of State for Agriculture, in a separate act, will specify the basins that will integrate this programme. The PNMH aims to: I - carry out actions aimed at the practice of management and conservation of renewable natural resources, avoiding their degradation and aiming at a sustained increase in agricultural production and productivity, as well as in the income of rural producers; II – encourage the participation of rural producers and their organizations in the activities referred to in the previous item; III - promote the settlement of populations in rural areas and reduce migration flows from the countryside to the city. The Programme will be implemented by agencies and entities belonging to the Federal Public Administration, being gradually decentralized through the transfer, disciplined in agreement, of charges and resources to the Governments of the States, Territories, Federal District and Municipalities.
