Fishing inspection shall be granted the right to inflict penalties upon state enterprises, organizations and institutions, collective enterprises and social associations with the collection of charges to the benefit of the state for the compensation of damages caused to fisheries by violation of the regulations on fisheries and protection of fish stocks.
