This Decree enters into force on the day of its publication.
Abstract

This Decree, consisting of 8 articles, creates the Extractive Reserve of Arapiranga-Tromaí, located in the Municipalities of Carutapera and Luís Domingues, State of Maranhão. This Reserve aims to: protect the renewable natural resources traditionally used by the extractive population residing in the area of its scope, with respect and valorization of its knowledge and its culture to promote them socially and economically; protect marine species of endangered fauna, especially the breeding, feeding and sheltering areas of the manatee, Trichechus manatus; protect the points of rest, feeding and reproduction of species of migratory birds in the neotropical routes; and maintain coastal environmental resources provided by mangroves, beaches, dune fields and lagoons of the region. The Arapiranga-Tromaí Extractive Reserve area is 186.908 hectares, and has its limits detailed in topographic charts specified in the text. The passage of pipelines and associated facilities for the oil exploitation logistics, future easements of the pipelines, and infrastructures indispensable for the development of the pipeline, are allowed for oil and natural gas needs. In the maritime area of this Extractive Reserve, including the buffer zone, the freedom of navigation and ship anchoring and the execution of the Maritime Authority actions necessary for the safeguarding of human life at sea, safety waterways and prevention of pollution of the water environment are guaranteed. The imposition of restriction on waterway traffic must be previously approved by the Maritime Authority. The Arapiraanga-Tromaí Extractive Reserve will be administered by the Chico Mendes Institute, which will adopt the necessary measures for its control, protection and implementation.
