Abstract This Decree, consisting of 41 articles divided into four Chapters, establishes the rules and procedures for implementing Law No. 10/2020 of 24 August, aimed to regulate the Disaster Risk Management System. These regulations apply to public administration bodies and institutions, to citizens and other groups, public or private individuals, who, in carrying out their functions, contribute to the management and reduction of disaster risk and the building of resilience to extreme events. It also applies to public and private organizations, national or foreign, technical and scientific research institutions whose object contributes to the management and reduction of disaster risk and have a special duty to collaborate to programmes, plans and instructions of the coordinating entity for disaster risk reduction and management, including participation in sessions of Technical Councils for Management and Risk Reduction. The Decree is divided in the following Chapters: General provisions (Chap. I); Disaster Risk Management System (Chap. II); Public Disaster (Chap. III); Disaster Risk Management and Reduction Bodies (Chap. IV).
