This Decree enters into force on the day of its publication.
Abstract

This Decree approves the Regulation for the Concession of Fishing Rights and Fishing Licensing. This Regulation, consisting of 51 articles divided into five Chapters and eleven Annexes, establishes criteria, requirements and periods for granting fishing rights for each fishing activity, rules to be observed in the fisheries permit, and respective fees to be paid. This Regulation applies to fishing activities and related fishing operations carried out in Mozambican waters and on the high seas. Fishing activity is regulated by related fishing rights and the consequent fishing licensing, as established in Fisheries Law No. 22/2013, and in other legislation. The fishing activity is classified as follows: Sea fishing; Local fishing within 3 nautical miles; Coastal fishing (3 to 12 nautical miles from the coast); Off-shore fishing practiced beyond 12 nautical miles from the coast to the limit of the EEZ using semi-industrial and industrial fishing vessels; Far fishing practiced on high sea or in the maritime waters of third States using industrial fishing vessels; and Continental water fishing. The Regulation is divided as follows: General provisions (Chap. I): Fishing Rights (Chap. II); Fishing licensing (Chap. III); Taxes of fishing rights and fishing licenses, collection and destination of revenue (Chap. IV); Transitional provisions (Chap. V).
