This Decree enters into force on the day of its publication.
Abstract

This Decree regulates Provisional Measure No. 494 of 2 July 2010, aimed to provide for the National Civil Protection System (SINDEC), for the recognition of emergency situations and the state of public disaster, on the transfer of resources for relief actions, assistance to victims, restoration of essential services and reconstruction in disaster-stricken areas. SINDEC aims to plan, articulate and coordinate civil protection actions throughout the national territory. To achieve its objectives, SINDEC should: plan and promote actions for the prevention of natural, anthropogenic and mixed disasters, most prevalent in the country; conduct studies, assess and reduce risks disaster; to act in imminence and in circumstances of disasters; and prevent or minimize damage, help and assist affected populations, and restore disaster-stricken scenarios.
