Abstract This Decree approves the Procedures Projects for the Reduction of Emissions causing Deforestation and Forestry Degradation (REDD+). This Regulation, consisting of 5 Chapters and 2 Annexes, establishes the institutional framework and competencies, creating the Technical Unit of REDD+ and the Committee for the Revision of the process REDD+, under the Ministry of Environment and Agriculture. It also regulates rights and obligations of the licence owner, the verification and abrogation of the licence, fixing taxes and penalty regime.
