Abstract This Decree, consisting of 7 Chapters divided in 61 articles, establishes competencies and composition of the National Council for the Controlling on Animal Testing (CONCEA). It regulates the functioning of the aforementioned institution and its Executive-Secretariat, and creates the Registration of the Institutions for the Scientific Use of Animals (CIUCA), regulated by Law No. 11.794, which rules on the scientific use of animals. Penalties and sanctions for non-compliance are specified in Chapters 5 and 6.
