Regulation of State Plant Quarantine Inspection determines the status, main tasks, functions, rights, responsibilities, procedures for organizing the activities and reporting of the State Plant Quarantine Inspectorate under the Cabinet of Ministers of the Republic of Uzbekistan, and the functional duties and responsibilities of the managers of the Inspectorate. The Inspectorate shall be a body of state administration responsible for the development, implementation and coordination of measures to ensure the phytosanitary security of the Republic of Uzbekistan, as well as state control over compliance with established rules and the implementation of plant quarantine measures for the production, harvesting, transportation, storage, processing, trade and use of agricultural and other products of plant origin. Inspectorate in accordance with the tasks assigned thereto performs the following functions: (a) implementation of unified state policy, ensuring the implementation of legislation on plant quarantine, drafting regulatory and legal acts for the further improvement of legislation on plant quarantine, as well as drafting government programs in the field of plant quarantine; (b) adoption, within its competence, of orders, instructions, quarantine regulations and phytosanitary requirements that are mandatory for execution by legal entities and individuals; (c) provides state control over the performance by individuals and legal entities of the requirements of legislation on plant quarantine, including quarantine regulations, as well as phytosanitary requirements; (d) carries out state control over the timely application of plant quarantine measures on the national territory; (e) carries out the state control over application of measures originating from the international conventions and agreements in the field of quarantine of the plants, concluded with other states; (f) implementation of the system of state measures for the external and internal quarantine of plants, protection of the territory of the republic from the introduction from abroad of pests, diseases and weeds requiring application of quarantine, and also timely detection, localization and liquidation of quarantine and other dangerous pests; (g) determines the border points of importation from foreign countries of seeds, plants, plant raw materials, other products of plant origin and consumer goods; and (h) issues phytosanitary certificates and quarantine permits. Regulation on formation and use of the finances of Plant quarantine system development fund lists the sources contributing to the formation of the finances of Fund, in particular payments and dues for issuance of import and transit authorization for plants, seeds and products of plant origin, phytosanitary certification, inspection and laboratory testing of plants, seeds and products of plant origin. Finances of the Fund can be used for the following purposes: (a) financing of remuneration for inspectors of border points, special fumigation units, as well as territorial quarantine laboratories and other persons similar units; (b) financing of scientific research works in the field of plant quarantine; (c) financing facilities of the Inspectorate and its territorial subdivisions; (d) training, re-training and advanced training of personnel, as well as the organization of work for the upgrading of the skills of the Inspectorate and its territorial units abroad; (e) providing employees of the Inspectorate and its territorial units with special clothing; (f) acquisition of fumigants for disinfection of quarantine materials; (g) financing travel expenses of managers and employees of the Inspectorate and its territorial divisions; and (h) material stimulation of employees of the Inspectorate and its territorial subdivisions.
