Abstract

This Decree establishes hygienic requirements for location, organization, technology, operation, soil rehabilitation of solid domestic waste sites. Hygienic safety criteria shall be based upon maximum allowable concentration limit indices of chemicals and biological agents in the atmospheric air and surface waterbodies. These hygienic and sanitary requirements shall not be applicable to radioactive waste. Solid domestic waste sites shall be equipped with special installations destined for isolation and burial of waste. Allotment of a plot of land for location of solid domestic waste site shall be subject to mandatory prior authorization by the state sanitary service. Burial of toxic waste containing hazardous substances shall be authorized at specialized waste sites. Acceptance of carcasses of fallen animals and confiscated material of animal origin from slaughterhouses by solid domestic waste sites shall be prohibited.
