It regulates the visit by a foreign warship or submarine, by a foreign government ship operated for non-commercial purposes, by a foreign non-military nuclear-powered ship, as well as by a ship carrying radio active substances. Chapter VI deals with the protection and regime of the state maritime frontier of the People's Republic of Bulgaria. The exercise of rights and powers of the authorities (Ministry of the Interior, Ministry of defence and Ministry of Transport) competent in the matters governed by this Decree is regulated in Chapter VII. This Decree deals also with marine research, prospecting and economic activities. Protection of sea water from pollution is regulated in Chapter IX. Safety of navigation is governed by Chapter X. Diving and other underwater activities may be performed only in ranges established by the authorities, and out of them only with authorization granted by the senior naval officers of the region.
