It provides that the persons or entities sending humanitarian aid to Abkhazia must first notify the Georgian embassies or consulates in foreign countries the name of the ship, flag state, type of the humanitarian aid, and the place and time for entering and leaving. Ships entering in a sea port of Abkhazia must be inspected in Poti Port and a permit must be obtained from the competent agencies of Georgia before the entry.
