Abstract

Land monitoring is a system of monitoring of the condition of land in order to timely identify changes, assess them, prevent and eliminate the consequences of negative processes. All land, regardless of form of ownership thereof, shall be subject to mandatory monitoring. Soil monitoring is an integral part of land monitoring. Monitoring of soil on agricultural land shall be performed by the Ministry of Economy in accordance with the regulations approved thereby. Depending on the purpose of observations and the degree of coverage of the territories, the following land monitoring shall be performed: (a) national - on all land within the territory of Ukraine; (b) regional - in areas characterized by the unity of physical, geographical, environmental and economic conditions; and (c) local - on separate land plots and in separate parts (elementary structures) of landscape-ecological complexes. Land monitoring consists of systematic observations of the condition of land (agrochemical certification of land plots, survey, observation and exploration), detection of changes in it, as well as assessment: (a) processes associated with changes in soil fertility (development of water and wind erosion, loss of humus, deterioration of soil structure, waterlogging and salinization), overgrowing of agricultural land, contamination of land with pesticides, heavy metals, radionuclides and other toxic substances; (b) state of the shorelines of rivers, seas, lakes, bays, reservoirs, estuaries, hydraulic structures; (c) processes associated with the formation of ravines, landslides, mudslides, earthquakes, karst, cryogenic and other phenomena; and (d) state of land of residential areas, territories occupied by oil and gas facilities, sewage treatment plants, manure storages, fuel and lubricants warehouses, fertilizers, parking lots, disposal of toxic industrial waste and radioactive materials, as well as other industrial facilities.
