Abstract This Decree validates the Regulation on the accreditation procedure by the Ministry of Health of legal persons to conduct toxicological and hygienic assessment of plant protection products subject to state registration (Annex 1) and the Regulation on the procedure for toxicological and hygienic assessment of plant protection products subject to state registration (Annex 2). Regulation on the accreditation procedure by the Ministry of Health of legal persons to conduct toxicological and hygienic assessment of plant protection products subject to state registration establishes that accreditation shall be performed by the ad hoc Commission, which has the right to conduct a survey of a legal entity that has applied for accreditation, with a view to confirmation of the information specified in the application and other submitted documents. In order to pass accreditation legal entity must be in possession of: (a) in ownership, economic management, operational management or other legal grounds, premises and equipment to conduct toxicological and hygienic assessment of plant protection products subject to state registration; (b) employ as staff specialists with relevant professional training and qualification; (c) software necessary for registration of results of toxicological and hygienic assessment of plant protection products in electronic form; and (d) accreditation in the National Accreditation System of the Republic of Belarus for methods of testing (research) of plant protection products required for conducting their toxicological and hygienic assessment. Regulation on the procedure for toxicological and hygienic assessment of plant protection products subject to state registration establishes that prior to toxicological and hygienic assessment of plant protection products shall be performed primary examination of the documents. The legal entity applying for primary expertise must submit to the accredited organization the application, documents and data in accordance with the list established by the Ministry of Public Health. Based on the results of the initial examination of documents by an accredited organization a report is prepared that must contain one of the following recommendations: (a) possibility of conducting a toxicological and hygienic assessment of plant protection products subject to state registration, on the basis of positive results of initial examination of documents; and/or (b) impossibility of toxicological and hygienic assessment of plant protection products on the basis of negative results of the initial examination of documents (indicating the reasons). Toxicological and hygienic assessment of plant protection products is performed in accordance with the criteria and methods determined by the Ministry of Public Health. Based on the results of toxicological and hygienic assessment of plant protection products an accredited organization issues a test (research) report for commodities subject to inspection in the customs territory of the Eurasian Economic Union.
