Prescriptions and conclusions of State Grain Inspection issued within its powers in relation to elimination of the identified infringements of ensuring conservation, rational and specific use, as well as prevention of spoilage, deficiencies and losses of grain and products of its processing of public resources, shall be mandatory for execution by economic entities and other legal persons. State Grain Inspection shall be responsible for the provision by grain storage and grain processing enterprises of the proper procedure for storage, processing and trade of grains and byproducts thereof; reliability of quality assessment of grain and correctness of payments by producers and suppliers, registration of grain stock at state food reserves, supervision over writing-off of grain losses, supervision over technical quality indices of mixed fodder and quality compliance with requirements set forth by regulatory documents.
