Abstract

This Regulation on the governmental and territorial commissions for the prevention and elimination of emergency situations defines their status, main tasks, functions, rights and liability, and also the procedure for operation thereof. The Governmental Commission shall be a collegial body whose personal composition is approved by the Presidential Resolution. The tasks of the Governmental Commission shall be as follows: (a) identification of the main directions for improving and further development of the State System of Prevention and Response to Emergency Situations; (b) consideration of the most important issues of protection of the population and territories from emergency situations, preparation of proposals and definition of tasks for ministries, departments, the Council of Ministers of the Republic of Karakalpakstan, local government, the city of Tashkent, as well as cities and districts for their solution; (c) organization and annual holding of civil protection training exercises for protection of the population and territories from emergency situations, aimed at increasing the effectiveness of preventive measures against emergency situations; (d) coordination of the activities of state and economic management bodies, local government on socio-economic and legal protection, medical rehabilitation of citizens affected by accidents, disasters, natural calamities, as well as persons who participated in the liquidation of emergency situations; (e) ensuring the creation of state reserves of financial and material resources, as well as the development of proposals for their use for the prevention and elimination of emergency situations; and (f) determination of the main directions of international cooperation in the field of prevention and liquidation of emergency situations. The Commission and its members are responsible for carrying out the tasks assigned to them in accordance with the established procedure. Territorial commissions on the prevention and elimination of emergency situations shall be collegial bodies whose personal composition is approved by decisions of the Chairman of the Council of Ministers of the Republic of Karakalpakstan, regional government, local administration of the city of Tashkent, as well as the cities and districts that make up them. Task and functions of territorial commissions shall be those of the Governmental Commission at the regional and local levels.
