Abstract This Decree, composed of 14 articles, rules on the general principles to be used by Federal Public Administration in the establishment, organization and exploitation of Public Fishing Terminals. The Decree compels the Special Secretary for Aquiculture and Fisheries, a body belonging to the Brazilian Republic’s Presidency, to manage all aspects related to the afore said Public Fishing Terminals. Finally, the Decree defines all the admitted activities to be undertaken in the Fishing Terminals as well as the general managing rules, requiring, for instance, a participatory approach in their management by the Fishing Terminal’s Councils (CTP).
