Abstract This Regulation establishes the quality standards of non-treated water and effluent discharge, establishing the maximum permissible concentration levels of pollutants in surface and underground water resources. The Regulation applies to all public and private entities that carry out activities within the national territory, which can directly or indirectly modify the quality of water, through discharges of effluents. The operation of discharging effluents into surface and underground water resources, with standards different from those established in Annex II of this Regulation, is subject to authorization by the Regional Water Administration, Public Institution (ARA, IP) of the respective area of jurisdiction, upon opinion from the entity that oversees the environmental area. Water quality standards at their acceptable level that do not have a significant impact on a given water course are those established in Annex II. The discharge of industrial, agricultural, livestock, domestic effluents, urban, suburban and mineral rainwater must comply with the water quality standards established in Annex II.
