Abstract This Decree is composed of six chapters divided in 78 articles. It regulates the commercialization of electric energy and the authorization of concessions for energy production. In particular, it defines both negotiated and free contracting and regulates the concession process. The commercialization of electric energy between concessionaires, licensees and authorized users of electric energy services and facilities, as well as with their consumers in the National Interconnected System - SIN, will take place in the Regulated or Free Contracting Environments, under the terms of the legislation established in this Decree and other complementary acts.
