This Decree enters into force on the date of its publication.
Abstract

This Decree, composed of 9 articles, rules on the National Plan for Prevention, Preparation and Rapid Reaction of Environmental Emergency for Dangerous Chemical Products (P2R2). The aim is to prevent accidents with dangerous chemical products and to improve the system of preparation and reaction to chemical emergencies in the Country. The Decree defines the guiding principles of the P2R2 as those recognised under Brazilian environmental Law (such as the information principle, precautionary principle, reparation principle, and polluter-pays principle). Moreover, the Decree defines the strategic guidelines of P2R2, the organizational structure for its management and monitoring activities, the responsible bodies and their related functions.
