Abstract This Decree, composed of 14 articles, rules on the composition, structure, competences and functioning of the National Council of Aquaculture and Fisheries (CONAPE). The Council is an advisory body integrating the basic structure of the Presidency of Republic Special Secretary for Aquaculture and Fisheries. Among the competences established by this Decree for CONAPE there are: proposing policies for the development of aquaculture and fishing activities in the national territory; supporting the formulation and implementation of studies; stimulating the debate among public institutions and the organised civil society on matters dealing with aquaculture and fisheries.
