Abstract

In landscapes around the Charvak Reservoir, vegetation cover has been declining sharply over the last decade as a result of climate change. This process affects the strength of the soil layer and causes the amount of dust to rise rapidly into the air. In the context of global climate change, the number of recurrences of dangerous meteorological processes is characterized by rising dust and sand particles from the ground under the influence of strong winds in spring and summer and moving horizontally and vertically in its atmosphere, reducing visibility to 500 meters and causing air pollution. The scope of this Decree shall be to prevent deforestation of mountainous and foothill areas around the Charvak Reservoir, limiting anthropogenic factors affecting the reduction of vegetation cover, mitigating the negative impact of natural factors and climate change on the health of the population and creating the necessary environment for recreation with a view of increasing the tourist attractiveness of mountainous areas. The Government resolves to approve the Program of complex measures for the prevention of reduction of vegetation cover in the Charvak reservoir and the surrounding mountainous and foothill areas setting forth the following objectives: (a) to increase the number of local species of trees and shrubs in order to prevent deforestation of mountain and foothill areas and land erosion; (b) establishment of shelter trees to mitigate the effects of strong winds and dust storms; (c) regulation of livestock grazing areas and waste zones; (d) organization of large-scale scientific research aimed at studying the systemic factors influencing the reduction of vegetation cover; (e) ecology and environmental protection, public health; and (f) implementation of complex measures aimed at landscaping.
