Abstract This Decree, composed of 22 articles, regulates fishing activity in the waters under Brazilian jurisdiction, in the off-shore sea and in the areas subject to international agreements. It stipulates that in the areas comprised under the national territory fishing activity can be undertaken only by Brazilian fishing vessels. For the transformation of fishery products, it requires compliance with norms and standards set by the Ministry for Agriculture. The Decree empowers the Ministry for Environment to set fishery standards and permissions for Brazilian fishing areas. The Decree envisages, under special circumstances, the possibility of renting foreign fishing vessels.
