Abstract

Veterinary Statute consists of 10 Sections dealing with the following matters: 1) general provisions (sect. 1); 2) veterinary service and its sphere of competence (sect. 2); 3) direction of the state veterinary service and the organization of veterinary medicine (sect. 3); 4) the duties of legal and natural persons, veterinary experts as regards prophylaxis and liquidation of animal diseases (sect. 4); 5) the modalities of imposition and removal of quarantine in case of infectious animal disease (sect. 5); 6) prevention of the introduction of infectious animal diseases from abroad (sect. 6); 7) veterinary and sanitary supervision over the transportation (transfer) of animals and animal products (sect. 7); 8) veterinary and sanitary supervision over the procurement and slaughtering of animals, procurement, storage and processing of animal products and trade thereof (sect. 8); 9) manufacturing and application of drugs in veterinary and other veterinary preparations, and quality control thereof (sect. 9); 10) liability for the infringement of veterinary legislation (sect. 10). Veterinary Service shall be composed of the state and the departmental veterinary services and also of veterinary services of enterprises and other legal and natural persons. The main tasks of Veterinary Service shall be: 1) prevention and liquidation of infectious and non-infectious animal diseases; 2) organization and carrying out laboratory and diagnostic research; 3) cure of sick animals; 4) protection of the population against diseases common to human beings and animals; 5) veterinary and sanitary control of animal products destined for nutrition and processing; 6) veterinary and sanitary supervision over slaughtering; 7) veterinary and sanitary supervision over fishing water bodies, fodder manufacturing enterprises; 8) protection of the national territory against the introduction of infectious animal diseases from abroad; 9) issuing authorization for export of animals, animal products and fodder of animal origin. In case of the outbreak of infectious diseases depending on degree of the propagation and danger thereof quarantine or some restrictions can be imposed by the local administration or by the Cabinet of Ministers. The following arrangements shall be carried out in case of the imposition of quarantine: 1) prohibition of transportation (transfer) of animals from quarantine area; 2) procurement and transportation from quarantine area of animal products, hay, straw and other animal feed; 3) prohibition of common grazing, watering and other contacts between healthy and sick animals; 4) dead animals perished of infectious diseases shall be immediately annihilated or recycled; 5) manure, litter and the remnants of feed of sick animals shall be annihilated or disinfected.
