Only legislation which does not contradict provisions of the Code will apply (art. 2). The Land Code will apply to laws enacted- and rights and responsibilities arising after the Code comes into effect (arts. 3 and 4). The Council of Ministers shall, prior to 15 March 1991, propose to the Supreme Soviet the amendments ensuing from the Land Code of the legislation currently in force (art. 6).
