Abstract This Decree, consisting of 14 articles establishes the structure and functioning of the State Council for Water Resources (CERH). It establishes composition, duties and responsibilities of CERH, made up of representatives of the public authority, organized civil society, the community, and water resources users. CERH, is the collegiate body of the Integrated System for the Management and Monitoring of Water Resources (SIGERH/ES) at a higher level, with deliberative, normative and functional power, pursuant to art. 55 State Law No. 10.179 of 18 March 2014, linked to the organizational structure of the State Secretariat of Environment and Water Resources (SEAMA).
