This Law enters into force on the day of its publication.
Abstract

This Decree, consisting of 33 articles divided into eight Chapters, regulates the State Fund for Climate Change, Environmental Conservation and Environmental Services (FEMUCS), under article 71 of Federal Law No. 4.320 of 17 March 1964. In addition, it regulates the recognition and selection of the Implementing Agents and the working composition of the Scientific Methodological Committee (CCM), created by Law No. 4.266 of 1 December 2015, and linked to the State Environmental Policy Management Body. FEMUCS will be managed by the State Environmental Policy Manager and has the following application: programmes and projects for climate change and environmental services; creation, implementation, consolidation and maintenance of Conservation Units of the State of Amazonas and other areas considered as priorities for environmental conservation; reforestation, afforestation, reduction of deforestation and recovery of degraded areas; projects resulting in the reduction of the emission of greenhouse gases from the forestry, energy, industrial, transportation, sanitation, construction, mining, agricultural and livestock sectors, etc.; promotion and creation of clean energy technologies and projects in the various sectors of the economy; environmental education and technical training in the area of ​​environmental conservation, services and climate change; incentive, recovery and payment for environmental services; biodiversity and greenhouse gas emission inventories; development of products and services that contribute to the dynamics of environmental conservation and stabilization of the concentration of greenhouse gases; support for sustainable production chains; support to research and extension projects, within the framework of the State Policy on Climate Change, Environmental Conservation and Sustainable Development, the State Policy on Environmental Services and the State System of Conservation Units; projects that contribute to the creation, implementation and maintenance of technical-scientific collections of the genetic heritage of the State of Amazonas.
