Articles 2 to 4 define the application sphere of the Decree. The environmental standards relating to soil, water, energy, noise, odours, air, etc. are laid down in the Schedule to this Decree. Establishment of a facility to which this Decree applies shall be notified in advance to the competent authorities in accordance with article 7.
