Abstract This Decree establishes the procedure for the acceptance and consideration of applications for obtaining license, issuance (refusal to issues) a license and extension of the period of validity of license for the performance of the following activities: (a) generation of electric power (capacity) (including combined generation of electricity and heat); (b) transmission of electric power (capacity); (c) distribution of electric energy (capacity); (d) generation of heat energy; (e) transfer of heat energy; (f) heat distribution; (g) transportation of natural gas; (h) distribution of natural gas; (i) provision of services by the electric power system operator; (j) provision of services of the gas supply system operator; and (k) provision of services to the energy market. Persons entitled to carry out the activities subject to licensing may engage in these activities from the moment of entry into force of the license during its validity period. The license may not be transferred to other persons for use, alienated or pledged, except in cases provided for by law. Annex 1 contains the application form for issuance of license. Annex 2 contains the list of documentation required for issuance of license. Annex 3 contains the rules of state guarantees for the construction of energy generating facilities. Annex 4 contains business plan of industrial activities. Annexes 5 and 6 contain the application form for authorization of business activities in energy sector and receipt for obtaining license.
