Abstract This Decree is composed of 27 articles. It implements Law No. 10.350 of 1994, regulating the right to use water in Rio Grande do Sul State. In particular, the Decree rules on concession regime and on the limits to water use to be set in the Water Basin Plans. Moreover, it defines criteria for managing groundwater quality and regulates environmental licensing. Finally, the Decree compels the Directorate for Hydrological Resources (DHR) to establish a National Register of Water Users.
