This Decree enters into force 18 months after the date of its official publication.
Abstract

General Technical Regulation sets forth safety requirements for meat and meat-based products (products of slaughtering and processed meat-based products) during processing, storage, transportation, trade and disposal. Objects of regulation are listed in the Annex 1. The requirements of this General Technical Regulation shall not be applicable to: (a) products of slaughtering and meat-based products produced by individuals for personal use without the intention of its subsequent trade and vending; (b) food additives and biologically active food additives, medicines, animal feedstuffs, products not intended for alimentary purposes manufactured with the use of products of slaughtering; (c) foodstuffs of catering organizations (public catering) made with or containing products of slaughtering and meat-based products intended for trade in the provision of public catering services, as well as for vending of the aforesaid foodstuffs; and (d) food products in which, according to the formulation, the content of meat ingredients is less than 5 percent. The permissible levels of toxic elements, pesticides, radionuclides, antibiotics in products of slaughtering and meat-based products must comply with the indicators in accordance with Annex No. 2 to this General Technical Regulation. The permissible levels of microbiological indicators in products of slaughtering and meat-based products must comply with the indicators in accordance with Annex No. 3 to the Technical Regulation. Presence of benzopyrene in meat-based infant food shall be prohibited. Requirements for physical and chemical indicators of meat-based products for infant food should comply with the indicators in accordance with Annex 4 to this General Technical Regulation. Indices of industrial sterility for sterilized and pasteurized canned food should correspond to the indicators in accordance with Annex No. 5 to this General Technical Regulation. The maximum permissible levels of residues of veterinary medicinal products (drugs) in products of slaughtering must meet the requirements in accordance with Appendix No. 6 to this General Technical Regulation. Traceability of meat and meat-based products shall be performed by the manufacturer, certification authority and state supervising authority.
