Abstract This Decree consisting of 12 Articles establishes the General Electricity Transmission Corporation aiming at delineating the transmission of electrical energy as a specific function within the Syrian electrical system, distinct from the activities of generation and distribution. The Corporation is empowered to assume the necessary tasks and authority to effectively carry out this role. Among its main responsibilities there are (i) providing connectivity to the transportation network for licensees with approved fees; (ii) ensuring safe and stable electrical network operation through measures such as scheduling generation sets; (iii) coordinating transmission line operations; (iv) managing optimal loading to prevent bottlenecks. The Corporation also engages in (v) purchasing and selling electricity; (vi) participating in expansion studies, transmitting electricity through the network for predetermined fees; (vii) implementing approved electrical interconnection projects with other countries as per legal agreements. Additionally, it (viii) organizes buying and selling procedures in compliance with the law. Under Article 7, the Corporation replaces both the Generation Corporation and the Distribution Corporation in (i) all contracts, whether local or foreign, concluded between them and any other party; (ii) all their rights and obligations.
