Abstract

This Decree applies to the internal organic production, preparation, distribution and labeling and to the recognition, control and operation of certification bodies. Articles 3 and 4 contain provisions regarding the recognition procedure, requisites to be met by the applicants and documents to be presented to the competent authority which is the National Food-Chain Safety Office (NÉBIH). Article 5 governs periodical audit of recognized certification bodies. Articles 6 sets out sanctions. Articles 7 and 8 regard the integrated multi-year national inspection plan to be elaborated by certification bodies in collaboration with NEBIH and reporting activity. Articles 10-13 provide rules concerning the system of certification. Articles 14-16 contain rules concerning the system of inspection and proceedings in case of non-compliance with organic farming regulation. Economic operators are free to change certification body according to Article 17 and sets out the way of action. Articles 21 and 22 regard the importation of organic goods. Article 23 lays down the duties of NEBIH, while Articles 24-25 address duties and competencies of local governmental offices competent for food safety, animal health, plant protection and soil conservation.
