Abstract

This Decree establishes the procedure for the use of finances of the State Fund for Radioactive Waste Management. Managers of the finances allocated by the Fund shall be budgetary institutions operating in the sphere of radioactive waste management. Distribution of finances of the fund between managers and recipients shall be the Ministry of Environmental Protection. Finances shall be allocated for the following purposes: (a) design, construction, commissioning, operation, repair, reconstruction of industrial complexes for decontamination, transportation, processing, storage and the disposal of radioactive waste and infrastructure facilities that are technologically connected thereto; (b) design, construction, commissioning, operation, removal from operation or closure (preservation), repair, reconstruction of radioactive storage facilities waste, including those intended for long-term storage of radioactive waste, originating from reprocessing of spent nuclear fuel of Ukrainian nuclear power plants; (c) realization of a complex of search, evaluation, research, methodological, research and design works on the selection of sites to accommodate the geological storage for disposal of long-acting and high-level radioactive waste; (d) maintenance in ecological security of the territories where the storage facilities for radioactive waste; (e) extraction of radioactive waste from emergency, preserved and also active provisional storage facilities and transportation thereof to the storage facilities in exclusion zone; (f) radiation monitoring of the state of radioactive waste; (g) decontamination of territories, equipment, installations, materials, overalls, means of individual protection and other objects of radioactive waste management; (h) collection, sorting, classification, conditioning, transportation, processing of radioactive waste; (i) inventory and state registration of radioactive waste; and (j) liquidation of nuclear accidents and disasters.
